External Calls Forwarded to Voicemail from Hunt Pilot, DTMF is ignored

CUCM / UCN : 12.5.1

Have a queued Hunt Pilot set to forward calls to System Call Handler that forwards to a voicemail box, but when I call externally and hit the voicemail I hear the greeting but the dtmf presses are not registered and the voicemail is not recorded.

I have tested calling directly to the System Call Handler number externally and it works, if I make the call to the Hunt Pilot internally it also it works. So it seems like something with the Hunt Pilot setup is not working with external calls.

I've tested this a bit more and if the MOH audio sample I'm using is blank for the initial greeting my dtmf codes work on an external call. If I used my uploaded recording or anything the pre-set options dtmf doesn't work and the voicemail isn't actually recorded, though I do hear both the initial announcement and the greeting from the VM.

What kind of PSTN gateway are you using? CUBE, PRI, POTS, etc? Does DTMF work when calls to a single DN are forwarded to voicemail?
