Question is it possible to set the FQDN in the System>Cluster Topology> Cluster-Wide Topology Settings
To an IP address?

The Proxy Domain must be a DNS domain; that's an XMPP (and SIP SIMPLE) requirement. You can change the individual server names to IP addresses if you wish by choosing each node in the Cluster Topology. I would recommend leaving DNS in the mixed though.

And if you do change the name of the server in the toppo pages, make sure you take a DRF first. I wanted to change one to FQDN recently, and there's a bug (CSCuc71396) which causes it to fail - I had to fully rebuild from media and restore the server to recover it.
8.6.5 has the fix, later this year. Apparently.
