We are running Unity 4.02 and Exchange 2003 Unified Msg and are asked to block a user from forwarding a vmail msg (from internal and external calls)from there outlook account to anyone.

Unfortunately once the vm is in their email inbox, they can forward it like they can forward any other email messages. You could create a new mailbox but don't tell him what the password is for the windows account - the user can only check vm through the phone.
Another important thing, Exchange 2003 is supported with Cisco Unity 4.0(3) and later only for unified messaging (not supported for vm only)

You could block the attachment name on your mail gateway if you're concerned about them forwarding messages outside the organization...

As a side note, in 4.0(5) and later you can encrypt voice mail messages so they can only be heard from over the phone interface - anyone listening to a message from a desktop client (internally or externally) will only hear a canned "decoy" voice mail message. Might be something to look into if your client is worried about security issues with their voice mail.

4.0(5) will work for internal calls but not any call from the PSTN from what I have read Is this not true ?
