We have a callmanager v7.1, and we need to restart it. can anyone tell what are the steps to doing the correct sequence?

Restart first the Publisher, then the TFTP server(s) and then the Subscriber(s).
To restart a server, just SSH the specific server and type the command "utils system restart".
You can also HTTP access the "Cisco Unified OS Admin" page, select "Settings" > version > restart

I don't think there is any specific sequence to restart callmanager 7.1. I have UCCX and Unity Connection integrations and have never worried about restarting them in any order.
SSH to CLI and issue "utils system restart"
