Informacast Basic Paging not working for Arabic Locale 99XX IP Phones

Informacast Basic Live Paging does not work for 99XX IP Phones with Arabic Locale.
If I change the Locale to English everything working good.
Why is it doesn't work for Arabic ? We have 8945 IP Phones Works fine both with Arabic/English Locale.

Version 9.1.1 - 378 Basic Paging license
CUCM 9.1.2.10000-28

Tried Upgrading from sip99XX.9-3-2-10  to the following

9951 Firmware : sip9951.9-4-2-13
9971 Firmware : sip9971.9-4-1-9

If i look at the TAC database i do not see any such specific issue being reported earlier. There are no bugs as well that match this behavior. You may need to engage TAC with detailed callmanager traces for working scenario with English locale and non-working with Arabic locale to understand if it is related to signaling or the locale itself.
