CUCM 14.x or 12.x <-->  (Cireson https://cireson.com/blog/4-ways-to-integrate-applications-with-service-manager/ (Front End ) already installed in  Microsoft System Center 2019

No, CUCM doesn't allow you to install anything on the OS and you don't have a way to configure scripts/powershell to run on CUCM.

If there's any way to integrate them, it's not going to be anything native on the CUCM side and you'd need something in between to do this, which you might need to develop yourself.
