How to configure Interactive Voice Response (IVR) feature in Cisco CME 2951 router so that when a call is initiated internally or externally, IVR runs and asks me to dial particular dial-pattern to talk to particular group?
Do I need any additional license or hardware module for that purpose????

What are you trying to accomplish? If it is an IVR menu, perhaps BACD would be what you want. I agree with @Maren Mahoney that it isn't clear what you are trying to do.

I'm not sure if you are talking about the Mobile Remote Access feature or area paging.

MVA allows an external caller to dial a number captured on a dial-peer on a router which activates an IVR allowing the caller to dial an outbound number anchored on an enterprise phone. (example: Being able to call an international number anchored on your work phone while physically being at your friend's house.)

Area paging allows a caller to dial a number and activate the speakerphone on a set of devices.

Which of these are you looking for? If neither, can you describe your scenario in a little more detail?

Yes @Elliot Dierksen , I want an IVR menu

I simply want to make this CME 2951 as an auto attendant so that it automatically answers the outside calls with greetings and menus
