Are you asking, that if you had a speed dial line appearance on the phone today, could you use that speed dial as the destination for a CFwdAll?  Then the answer is yes!  Just press CFwdAll softkey, then press the speed dial.

I believe he's asking about creating a softkey which combines CFA + DN in just one softkey, if so, that's not possible.

The alternative has already been given. Press CFA and then press speed dial.
