Simple as it says really, is SIP-UA (User Authentication) supported in CUCM7+ or CUCMBE?

Andy,

CUCM 7.x does support sending user authentication in the INVITE message. It cannot, however, send REGISTER messages, so if your provider requires registration, you would need to use a CUBE.
