1. Based on below, can I go upgrade directly from below version? Or I need an intermediate version before going to 17.6.5?

2. Understand that starting IOS 17, licenses will be on Smart Licensing. If our licenses in 16.09.08 are in "PERMANENT", will this still be "PERMANENT" in version 17? Or we need to buy new licenses?
IF you are using features like CUBE,CME,SRST ,licenses must be available on the SA for those features.
