Hello,
we have cucm 11.5 and Jabber 11.9 and we want that som users will use Jabber for CTI without Chat and Presence with Contact Button on Client.
Is this Possible?
Where can we decide that he can see the Contact Button on the Client?

No, that is not possible, if you configure phone only mode you don't get the contacts option in the client.
You need full UC or the new 12.0 feature:
Phone Mode with Contacts Deployment—You can now deploy Cisco Jabber in phone-only mode with contacts, with the option of enabling presence for users. For more information, see the Deployment Scenarios chapter in the Planning Guide for Cisco Jabber 12.0.

Are you running CUCM/IM&P 11.5.1SU4?
Configure Jabber version 12.0 in Phone Mode for Contacts:

I have a question therefor,
DID we Need to Upgrade the CUCM to 11.5.1(SU4) also when we want to use the 11.5.1(SU4) of the IM&P Server?

Hi there
Yes, IM&P 11.5.1 SU4 should be deployed only with CUCM (CallManager) 11.5.1 SU4.
