Good morning,
I have a question regarding licensing for Cisco Jabber. If I have a user that wants to user Jabber for messaging purposes only, and don't assign that user a phone, will this still eat up a license? I haven't been able to find an answer to this so thought I would come here to ask.

When u create devices like Bot,Tct,CSF, and associate it with a user, license will be consumed in this case Cuwl is required. If owner Id is not assigned with Device CUCM will consume single enhanced license for each device.
if it’s just chat messaging, no license will be consumed.
