How I can license the Cisco Voice Gateway, per call sessions or per maximum trunking?

Reach out to your vendor, distributor and / or Cisco partner WITH voice specializations for this discussion, explain exactly what you will use the ISR for (what features you need) and they can assist with what licenses you need to order for your requirements.

First of all you’ll need to share with us what type of gateway your question pertains to, traditional TDM or SBC (SIP trunk) style PSTN connection?

The gateway will have two connections to PSTN, the first line is SIP Trunking and the second line (Redundancy line) is TDM.
How type of license can I get to Cisco Voice Gateway?

You’ll need to have the UC license for both functions and then you need SIP trunk licenses for the number of possible calls via your service provider connection.

The new License in cisco router are smart account if you want to use as a gateway you need UC License
If you want as cme you need additional license per user,because the new cme version 14 need smart account
i'm not sure possible to downgrade and use the old way
