MOH is not played on CUCM 11.5 SU5

Hello,

We noticed MOH is not played.

Resources are registered and MRGL assigned under device pool, also MRGL selected under IP Phone

In this scenario we do not hear anything only silence.

However, if we assign below options on IP Phone, MOH works

User Hold MOH Audio Source and 

Network Hold MOH Audio Source

so, do we have to assign those 2 options on each IP phones?
I believe assigning MRGL on device pool it should help us.

MRGL only is a group of media resources. While the MOH source may need to be included in the MRG, the phone still needs to know which MOH file to use. So in short, yes these settings are needed for the phone to play the correct MOH file.
