Unity 4.05, Voicemail Only, MSDE & Exchange on the same box. approximately 200-210 subscribers. When they try to send a message to all subscribers, unity locks up. Looking through the event viewer, the only errors I see are a lot of MS SQL errors complaining about the server being "optimized" for 8 users & requests exceeded it by X -- those messages continue with X growing.
I have never seen this error before, but then I haven't had anyone want to send messages on a regular basis to all subscribers or other large distribution lists.
Has anyone seen this before? Is the fix to upgrade them from MSDE to SQL 2000?

I was just told you can throttle the MWI activity for a DL via the Bulk DL Management tool - that might be something to try.

John, in general you are correct - upgrading to SQL 2000 would remove the workload governor and you wouldn't see that error anymore.
I can only speculate, but since this only kicks in when there are 8 *concurrent* workloads, it seems like sending a message to the DL isn't the cause itself, especially since Exchange does the message delivery. Rather it may be something downstream - message notification/delivery on multiple ports perhaps. Is there anything unique about the way message delivery is setup on the system?

Excellent Suggestion! That did the trick, it's now working fine.

that seems reasonable. I didn't think about MWI notification doing it. i wasn't able to see what it was doing during the error -- i only got the call after it locked up & just looked at the event logs. There's nothing unusual about the setup as far as i know -- other than the fact that they are nuts about distribution lists ;)
