i know that you can set a filter based on MessageClass:IPM.Note.voice.Unity. Can you also set a rule in outlook based on the MessageClass?

no, not that I know of, but you can make a rule based on form association I believe - so you can make a rule that triggers on a message that's associated with the VMO form itself.
