PCD needs ESXi Host root access?

Our server team is balking at entering the root Id and password into PCD in order to do a migration from 8.5 MCS to 10.5 VM.  What is the reasoning in requiring this?  The PCD is on the same host as the VMs that were created with OVA for the 3 call managers.

In order to use the required APIs to perform the migration and control the VMs during the process.

Do you still have to disable VMware DRS and HA (VMotion) service on the Hosts too?
