Presence 7.0 Failed to broadcast Message

While preforming a test in a Presence 7.0  installation i cant seem to send a broadcast message from the

Administration page under

Application-Phone Messenger

every time i select the users and send a broadcast it fails

Failed to broadcast message to selected users. Reason: 43571

Are the users actively logged in to IP Phone Messenger on an XML-capable phone? This does not work with CUPC.

Yes there logged In and the model of phones are 7945..

I tested a message  from cupc to the phone messenger and that worked

But from the server it failing
