Looking for the max number of PDL and max number of members that can be in one PDL. I looked in the Unity design guide, admin guide, etc. ??

There is no practical limit on the number of PDLs you can create. I believe Microsoft states that PDLs can reasonably contain 15,000 users each. If you need to exceed that you can "chain" DLs together by nesting them if need be.
