Our voicemail system was disabled due to non compliance in regards to number of licenses. The situation was corrected & the license manager re-synched. We now show to be in compliance, but I'm not sure how to reset the Cisco Unity Connection so that voicemail will come back up. Assistance is appreciated. Thanks

Hello,
Just make sure the critical services are active in unity.
Go to Cisco unity connection servicability -->Tools --> Service management and activate the critical services.
Follow the below document explaining services in unity.

Literally minutes ago we had the same problem. Unity 10.x was out of compliance... we deleted 8 users... resync'd ELM... Unity showed "in compliance" but the error message on the main page still showed "Unity isn't taking calls..." and Unity wasn't taking calls.
I restarted Conversation Manager on both Unity servers but that didn't erase the error message. Then someone emailed me the link below. It clearly says "Unity Connection must be restarted".
Restarted Unity Primary first... then Secondary next... and all was working.
Hope this helps!

Sounds like Conversation Manager restart isn’t enough any more.

to add to Ronak's suggestion... Note* The backup Unity server will show a few of the critical services as "Not running". This is normal. Several of the critical services can only run on one node at a time.

NO. Both Unity Servers must be restarted. - CVG

NOT IF YOU'RE ON 10.X or higher.
As your title suggests... YOU MUST RESTART BOTH CISCO UNITY SERVERS AFTER YOU BRING Unity Publisher into compliance.
