Hello experts,
I have a small problem, when a user tries to place an outgoing call, they get the secondary dial tone when they press the 2nd number for example if they want to cal1 918003334444
they get the secondary dial tone when they press '1' instead of when they press '9'
we don't have interdigit time out or anything like that
could you point me on the right direction

Most probably there is something with a wildcard or a range containing 9 as the 1st digit that is not a route pattern or a translation patterns that is matched when you start dialing, once you dial the 1 the pattern is no longer a possible match and the secondary dial tone is generated.
I'd recommend you to look at the route plan report for anything that starts with 9 and wildcards/regex.
You can use DNA and just have it dial 9 so it shows you all the possible matches.
