We are running 2 CME setup in India location both site are configured with CME router ...our other offices are in France & Germany where CUCM cluster running in each country.
We are trying to configure a SIP trunk between India CME to CUCM in France , Germany is this possible with respect to Regulatory ..or calls from India goes via PSTN line only to France n Germany
Also is there any CUBE is require for communication between CME n CUCM

Technically speaking this is possible (SIP trunk between CUCM<->CME and toll-by-pass calling) and implemented by many Companies.

Technically possible, but as per indian regulatory TRAI, its not allowed.

It's allowed but making a call like this is illegal:
User in India makes a call to Germany and call flow:
India > SIP TRUNK > Germany cme > Germany PSTN
That is toll bypass. Because the India person can make a local Germany call from India.
It's easy to set up a CoS to prevent toll bypass while allowing intercompany communication between IP phones.
