SLR SMART Licenses not authorized

Hello, I have an issue with the Call Manager 14(SU3) in our lab.

We purchased 20 Enhanced Licenses and 5 Telepresence Licenses under a "LAB SKU" for this environment.

We are a classified, totally isolated gov't enclave so we use the SLR method. In Cisco Software Central, I have allocated and installed these licenses on the system. We only have 19 Enhanced endpoints installed but the system reports "Insufficient Licenses" with the red X.  All Enhanced endpoints are assigned to a user and the system reports that they are each consuming only one license. The Telepresence licenses are fine. 5 endpoints, 5 licenses and a green checkmark.

We should have one available license but instead, the system is reporting insufficient licenses. The licenses do not expire until 2025.

In the CLI license report, I get the following:

Description: <empty>

Count: 19

Version: 14.0

Status: NOT AUTHORIZED

I appreciate any help I can get with this issue.
