MGCP fallback is for the failover of the MGCP gateway to H323 dialpeers. Its used where you use MGCP as MGCP is controlled by CUCM and all the call routing is controlled by the router. So in the event of the failure of CUCM, the mgcp fallback is used to failver to H323. You will need to configure h323 dialpeers on the router as well.
SRST is for registration of the phones/end points with the SRST router. The end points register to the router instead of the call manager.
Both work together, without mgcp fallback your ISDN calls will not work.
