ssl vpn on cme and uc

I am trying to  configure ssl vpn on ccme 8.8(ISR 1861E) with advanced enterprise ios.there is no  command "policy group POLICY

-NAME " .i think i should change the security ios.but there is no security ios for this router.i have no idea.and also some one said it is possible to configure ssl vpn on uc540.on that router also no command.
