Supp. Renew and upgrade

A little confused about this procedure and would kindly ask for some guidelines.

For an existing setup CUCM v12 with SA and with support that is expiring, the need is for renewal support, but also upgrade to v14.
What would be the way to follow?

It's clear that "Customers who need additional licensing and / or to renew software support will be able to get full support for their on-premises calling deployments by renewing to Collaboration Flex Plan."

But what if they also want to upgrade at the same time without ordering additional licenses?

MCE tool is of no use here because the support requires renewal and all this should be done via A FLEX 3?

As Cisco discontinued the perpetual license and last date to attach new contract also crossed you Can’t renew the SWSS, you need to get flex licenses.

with flex license you are entitled for upgrade to 14. 

in long run it’s cheaper than the traditional licensing with swss
And also more options.
