Unable to send outbound fax : No answer at fax number

I'm having an issue on sending out the fax to an external fax machine.

Setup is pretty straight forward : PSTN(FXO)--(H323)--GW--(H323)--RF.

Does this related to phone line problem issue?

I also have another question on inbound fax. How does the gateway differentiat between voice call and fax call? Voice and fax call have the same dial pattern. How do we configure an inbound fax where the destination of the number will go through fax server instead of call manager?

I unable to send the fax to an external fax machine. In fax ultility, the status will show "no answer at fax number". Are you able to identify what going wrong? Is this issue has to be gateway or rightfax problem??
