I have searched for this thinking it would have been
asked a few times now, to no avail. . .
When a new user is imported in Unity, I believe that
until new user subscriber sign-in is completed, or
if the account is somehow altered after the import,
that a Unity based transfer to that newly created
user extension will not actually ring the IP phone
even if the template used to import had the correct
transfer setting set.
If a client wants Unity to actually transfer and
ring end IP Phones even if new user subscriber sign
in has not been completed, what is the best automated
way to accomplish this. Touching a few hundred user
accounts manually doesn't count (grin). A quick test
with Bulk Edit did not seem to work.

You have to set "Yes, ring subscriber's extension" on Call Transfer page of subscriber.
You can set this for the Subscriber template but before you import the Windows accounts.

I did mention that "even if the template used to
import had the correct transfer setting set" in the
original post.
Even with this set, until some change is made to
the subscriber account (any change resulting in a
save being possible) or new user subscriber sign-in
being accomplished, Unity will pass a caller directly
to the subscriber's voicemail versus ringing the end
IP Phone extension.
The core question is how can I "touch" these accounts
in an automated manner as using Bulk Edit on a few
test subscribers didn't seem to take effect like a
manual change did.

I am encountering the same issue. All of the subscribers have been imported with the correct call transfer setting in the template. If I check the "No" option, save, recheck the "Yes, ring subscribers extension" and then save again the call transfer works.
I also do not want to go in and touch hundreds of accounts if there is a quicker way of doing this.

Just tried using the bulk edit tool to set "Enable Transfer: True" on the tranfer tab. This seems to work. I am not sure why the original setting doesn't seem to stick when using the bulk import tool.
