I have noticed that, starting with 4.0(4), the call handler greetings and system promts seem to play TOO FAST. When we used to get the "Please wait while I transfer your call", now I think all we hear is "ait while I transfer your call." This has been the case across the board for 4.0(4) installs. Is there a configurable timer setting to tell Unity to delay 500ms or so before playing promts?

I'm not real sure why the front of the prompt would be getting cut off as you describe - I can see that if it was the opening prompt you hear when dialing in/forwarding in to Unity because of the audio connection delay that happens but if you're on a connected line and we go to do a transfer, there's no reason (and I've gotten or seen no other reports of this type of behavior) that it would just lop off the front of a prompt like that.
there's no system timer you can adjust to have silence inserted ahead of prompts. If there's specific sets of prompts that are giving you trouble you can look at manually inserting silence, but if it's happening all over the place you have different issues at play here that need to be looked into more closely.

Also, note that the greeting (AvPHGreetENU005, I think) was changed in the 4.0(4) release. The "Please," was removed.

Thanks Eric.
Maybe there was a slight delay on the original "Please" recording, but when the prompt was modified, the Wait is right at the beginning. At least I know now that I am not missing the word "Please". I figured Unity was just reacting to caller input way to fast.
Thanks.
