I am looking for a way to enable callers (both internal and external) to receive a notification if the mailbox they are calling is full. In Unity 8.5.1, there is an option in Message Storage > Mailbox Quotas "" which enables Unity to tell outside callers but not internal callers.

Hi there,
There is no way to make the "full mailbox" notification exactly the
same but you can use this for Internal callers so at least they know the other persons
mailbox is full;
When a user tries to leave a message for another user whose mailbox has exceeded the send/receive quota, Connection allows the user to record and send the message. However, if the mailbox for the recipient is full, he or she does not receive the message, and if the user account for the recipient is configured to send non-delivery receipts when message delivery fails, Connection sends the message sender a non-delivery receipt.

Thanks Rob,
I was aware about the NDR's. I was looking to confirm if there is a way to notify the caller before they leave a message just like you can notify the outside caller.
