Unity Connection : Issue with combining two Unity Bundle licenses

Customer had purchased two Unity Connection Bundles with two MCS Hardware.
Customer needs to merge the two Unity Connection Licenses into a single MCS Hardware.
So I have given the mac address of the MCS server for the both the PAK Registration.
Now , the system is not taking the both the licenses, it is taking only one license at a time.
Can anyone help me on this issue ?

Only Cisco Licensing Team can help you here, one of the most common reasons why this could have happened is both license files were issued as Primary License files and in a system only 1 Primary License file can be active. So, you will have to go back to the licensing team and ask him to issue the 2nd license as secondary license file.
Or an even more simple solution would be to ask them to cut one single license file for both the PAKs
