I have just installed two server , primary with 32 ports and the fail over server.
The issue is that I can see the number of ports activated in primary. The secondary shows just 2 port.
any idea?

Filberto,
This is because you probably haven't run the Failover Configuration Wizard yet to create the failover pair. Once this is ran, replication will be established and the license from the primary will be replicated to the secondary.

Hope that helps. If so, please rate.

Running the failover configuration on the primary and secondary Unity servers will establish failover between the two Unity servers and database replication which copies the license file from the primary server to the secondary server as previously mentioned. However, do note that you must configure a "seperate" set of voice ports on your CUCM for the secondary server and configure them in UTIM on the secondary server. The voice ports are not share between the two Unity servers, they have their own independent integrations.
For example, see the Integrating a Secondary Server for Cisco Unity Failover with a Cisco Unified Communications Manager Integration section of the Cisco Unified Communications Manager SCCP Integration Guide for Cisco Unity Release 5.0
