upgrade number of users on uc 520 from 8 ip phones to

we have Call Manager CISCO Telephone System)

Model Of Router  - CISCO UC520 
Capacity - 8Port PoE, 4Port FXO & 4Port FXS
In this Router 7 Ports has been used for users to use ip phone 
Currently they are using 11 IP Extensions
can we  add 25 users then there will be another PoE Switch for
Telephone lines 

 

Telephone Set Models :

CISCO CP-6921    UC PHONE (Customer requires this same model)
CISCO CP-7975G UC PHONE
