Does CUCM 10.5 & or CER Support TACACS+?

No CUCM/CER do not support TACACS+. You can however use LDAP for authentication.

+5 for Brandon for correct answer, just small modification on CER front, you do not enable LDAP authentication on CER, you can however define REMOTE users which are pulled from CUCM via AXL, and if CUCM is integrated to LDAP these can be LDAP users.
