Yes, this is supported.

Two VICs are supported in slots 1 and 2. See page 25 of the spec sheet here:

Both the 1.2 TB and 2.4 TB Fusion ioDrive2 cards are supported in the C460 M2. See pages 336-340 of the HCL here:

The 2.4 TB Fusion ioDrive2 Duo requires additional power from the PCIe slot. Slot 5 is able to provide the additional power.
