Try setting the Configured boot mode to UEFI, reboot, and come back and set it to Legacy, reboot, and check.
Also, noticed you have the onboard software raid also enabled. Go into the bios, advanced settings in CIMC, and disable the 'SCU' option.
Also, need to make sure you don't have 4K sector drives. If you do, then you will need to use UEFI boot setup.

so many thanks, booting after os installed, the windows boot manager showed in boot order, it works.
