If an IPMI change is made through the CIMC (a USC C200 in this case), does this require a reboot for the changes to apply? Or are the changes done on the fly? For example, I would like to disable "Use DHCP" under Network/IPv4 Properties.

You can make these changes on the fly. It will not reboot the host OS. Going from DHCP to static I don't even believe will cause the CIMC to reboot. Once you apply the setting you will lose connectivity until you reconnect with the new static CIMC IP.
