management ip not failing over to other FI

Any idea why when I reboot an FI on which my management IP is currently on, does not fail over to the other FI? The cluster IP does not respond at all until the FI comes back online

Tony,

Try to ping the Secondary FI before you lose the Primary FI (I assume this is, somehow, a lab environment).  If the subordinate FI does not respond before you lose the primary, the Virtual IP (Clester IP) wont respond either.

Check cables and also try a ping from the subordinate FI to the upstream switch and check connectivity....

Admin -> Management Interfaces -> Management Interface Monitoring Policy -> enabled
