We have recently purchased some Cisco UCS C220 M5 servers and they don't have a TPM installed in the server. Has everyone else has the same situation and have had to order the module separately?

If I am not mistaking TPM chip does not come built in (unless it's an APIC). TPM is a separate item which needs to be ordered. PIDs:
UCSX-TPM2-001 - Trusted Platform Module 1.2 SPI-based for UCS Servers
UCSX-TPM2-002 - Trusted Platform Module 2.0 for UCS servers

Going through the purchase process now and we were presented with the option for UCSX-TPM2-002 or UCSX-TPM2-002b (FIPS 140-2 Compliance. Outside of being FIPS 140-2 compliant, do you know what the exact difference is between the two chips?

That is the only difference between those two PID is the FIPS 140-2 compliance.

I kind of figured that part out. ; ) But what makes it FIPS compliant vs the standard non-compliant TPM 2.0 chip?

TPM is an orderable item, and is not part of a default configuration.
