Able to ping the appliance IP but tried to access the web console it is not working.
Kindly help to troubleshoot and also confirm if I restart the appliance VM there will be any impact.

Are you able to SSH to the UCS Central IP address and login as admin?
If so, you may be able to restart the management processes as a workaround.
Here is a similar bug. Can you access the Flex GUI via https://CENTRALIP/Flex.html ?

Greetings.
I suspect the ESXi host is having some storage issues with the datastore where the ucs central guest VM is being stored.
I would check the /var/log/vmkernel.log to see if there are indications of storage issues.
Maybe see if can storage vmotion the ucs central to another datastore and host.
