I tried accessing that help tab on a few different versions, without issue.
What UCSM version are you running?
Can you manually reach YOURvip-IP/ucsm/help/content/index.html?r_Global_Policies_Tab-equip-tab-version.html#inventory.policies
Sometimes local browser security restrictions or pop-up blocker settings can cause issues with the help.
Have you tried reaching this from a couple of different browsers?
