I am not sure this question is a valid use of Cisco community forum.
I'm confused. What exactly is your question? Did you buy a server or looking to buy a server?
If you need ESXi 8 but get ESXi 7, then simply change the version on vmware.com (well broadcom.com now).

If the above requirement is for a new deployment from a customer and you are trying to meet it, please contact your VMware/Broadcom reseller (if you are not one yourself), distributor or account manager to get the necessary pricing.
Before the Broadcom acquisition, Cisco partners/resellers could sell VMware licenses supplied by Cisco. However, Broadcom have ended the hardware vendor VMware OEM program, meaning all resellers/customers need to get their VMware pricing directly from VMware/Broadcom.
