I assume that you are looking to gain access to the CIMC (the management UI) is that correct? Your memory population appears to be acceptable per the installation and service guide, I do not believe that will be an issue.
Are you directly connected to the server via a crash cart? Verify that the cart and monitor etc have power and that the display is set for the correct input. It may be helpful to plug the cart into a server that is already up and running if possible to verify that the cart is fully functional.
If you are attempting to simply connect to the CIMC IP address there are multiple components involved there. Is the CIMC correctly configured? Is the IP address you're browsing to correct? Is the upstream management switch properly configured? etc...
I need more information to assist in diagnosing this properly but do run through what I mentioned thus far as this will be a good jumping off point.
