I'm trying to get some 2348TQ-10G-E fex's online but they keep going from CONNECTED to OFFLINE. The links are two 40G, one each to a 5672 switch. I have a pair of 2248 fex's also connected (via 10G to each 5672) and they work perfectly. ...
Just ran into this with a stack of three 9300-48U switches (running 17.12.6). Users are fine but switch mgmt svi is not passing any traffic (can't even ping it's own svi from the console). Anyone have an idea what is going on?
No need to downgrade to windows 7, Maxthon 5.1.3.2000 works with win10 and 11, and includes a flash engine. After that just need to install Java.

I opened a TAC case and discovered we had the 2348TQ-E FEX modules (not the 2348TQ), which require 7.3 software to be recognized. Once I upgraded (and power cycled the FEX's) they came online.
