Typically you won't get full rated power out of the PSU unless you're running 220v. I have seen this on 6500 series chassis before. PSU couldn't fully power chassis unless drawing power via 220v.
I am not aware of any way to accomplish this.You can force them to log in in non-enable mode, you can force them to have different passwords for enable/non enable mode, but I've never seen a way to force authentication for config mode only.
