How this Ap getting powered UP its a switch or Power Injector, Because this AP needs more power.

Check show power inlineshow environment And also check how many power supplies you are using and has enough input to the switch. Need to check the IOS version as well if any Bug is creating the problem.

which web browser are you using, can you give a try with IE or Mozilla Firefox.

Are you able to ping the device..? If yes then access the device through web browser. Also whether this device is brand new or it was configured. If it was configured earlier then go with password recovery process and do a factory reset. after that...
