Thanks. It ended up being the network setup version under client provisioning wasn't compatible with 1.3. It needed to be upgraded to the latest version.
It was all setup but the time is off and we have a lot of cameras that are connected to it and recording. I just needed to add an ntp server that the rest of the network is using.
