To fix this, I had to complete the post upgrade deploy operation on the primary, after which I was able to synchronize the secondary with the active FTD.
Update: The secondary is failing to synchronize. If I reboot the standby, it comes up and goes into synchronize state before returning to the failed state.
Thanks for the advice. If anyone struggles with the 4110 CLI, this is what I've discovered at least on the device in question...
