Have you seen this issue before. The configuration in the CUCM is correct.
This seems to work once or twice and then agent is presented with no options to select the device. A restart of an engine is necessary each time to resolve the issue.

You can't assign agents in UCCX. You need to look up the end user in the CUCM and assign IPCC Extension to make a user agent. You can however, assign admin, supervisor and reporting rights in the uccx.
