I was actually able to determine that the FEX can't be connected to a 40GB QSFP ALE port. Seeing as my Nexus doesn't have any non-ALE 40GB ports we're currently evaluating other options.
Temporary workaround that I can confirm does work. The only problem is that it disables TLS 1.2 from negotiating at all.
